Agreed. But those consequences should not be determined and enforced by the government. If someone wants to punch you in the dick for being a racist then so be it. But the government shouldn't be able to fine you and possibly jail you for saying stupid shit.

Perhaps write them strongly worded letters until they relent and repay the money. Or employ a child to follow them around and call them big nose in the street.

And I do have some ideas, but it would be an endless back and fort of requesting new ideas for new situations etc. I don't see the point of going that far into detail, I just consider it a worthwhile principle which will keep the government from abusing it's power and keeps people safe from harm.

It would've easily prevented the absurdity of the case in the OP.

The person in the OP would likely have received a court summons, not been physically arrested and taken to the police station.

As I mentioned earlier, this is to do with the form of communication, it originates in laws from the 1860s to stop people sending hate mail and telegraphs, such as "Dear Mrs Jones, your son is dead" when they weren't dead and the sole reason to send it was to cause distress. It is not a recent innovation.
