    Calling a black person a monkey doesn't make them racist, unless it was to imply the black monkey racist tone. I remember in basic training, dude was acting up and was I like "damn boy, chill out" spoken in the tone of a very laid back way, like you'd half laugh speak at one of your friend who was upset about something stupid. He got REALLY pissed, climbed over beds and got in my face like "who you calling boy" and shit. He was from the south, I'm from NY.

    That implied aspect is hard to judge.

    Agreed. But those consequences should not be determined and enforced by the government. If someone wants to punch you in the dick for being a racist then so be it. But the government shouldn't be able to fine you and possibly jail you for saying stupid shit.

    As I mentioned earlier, this is to do with the form of communication, it originates in laws from the 1860s to stop people sending hate mail and telegraphs, such as "Dear Mrs Jones, your son is dead" when they weren't dead and the sole reason to send it was to cause distress. It is not a recent innovation.

    You don't have to understand it, it is what it is and most mature people don't feel oppressed over it. Whenever the faux outrage regarding trolls getting punished appears on here I always assume it's because said people behave similar
