It's possible to design a program that only accepts productive immigrants. It's not that they are scarcing anyway, just accept college graduates from other countries and Japan needs manual labor as well so even that may not be necessary. So it's only need to do it once, but through a long span of years. Though I'm not a policy maker so IDK really.
