Depends on what you do in wow tbh. If you do mythic raiding i think it's wise to do so yeah. But if you're a casual like me i wouldn't bother

there is no such thing as screwing up...all traits are very valueable
if you put something in somewhere you didn't want yet then ignore it
if you respec it will set you back a long time when we are early in the expac you can't catch up as fast

there is no way you can be 21 on live yet
the max possible for live is level 15 only if you somehow leveled up within hours of launch and somehow finished the entire class hall questline within 1 day to start the research on the 2nd of october
you can only get to level 14 or 15 by yesterday or today
the expansion has not been live long enough to get to 21

I would personally refund them if the golden trait you didn't go for was significantly better. You'll be just 1 point behind where you could be (cost of refund) as opposed to spending the next few weeks or longer doing lower damage until you get that trait.
He is talking about his weapon, not AK. So he has 21 traits to spend.
OT, there really is no need for it, in the end you will have all of them anyway. If its only one or two points missing i would not bother with it, not even for raids. It will cost you a level in AP and it will set you back a bit for the future.
Only reason i could think of is when you are nowhere near the desired traits.

At level 21 I would think long and hard since you will likely take a huge penalty. It might be easier to just work from where you are. According to the guide on WOWhead "Respeccing costs the same amount of Artifact Power as the next point in your Artifact Trait tree would cost.".

@OP; If i recall correctly this is about the level where it's last viable to do a reset; after that it becomes really, really expensive.
How did you cock it up btw? Spec and chosen path might be valuable information here...

Basically I chose to go the top path path getting double dooom and not going for shambler and the bottome traits.
I just refunded my AP, I needed 1 talent that I had skipped and to get that without refunding my AP it would take me another week. (It would have cost over 150 000 AP)
You get 60-70k AP doing a random HC and WQ for 3 days with 275% AP increase, so it's rather quick you get it back up again.
