Whichever is politically convenient is the answer. It's just easier to describe a person with a rich cultural background, identity and place of origin by such trivial physical conditions like a skin color.

Kinda like how Jamaicans are "African Americans", because it's a convenient pigeonhole to place people into to make stereotyping easy.
