    It is intended design for the WQs to be random and not bound to loot-specc.
    Blizzard actually explained this and the motives behind it a while ago in a blue post.

    WQ rewards are not affected by your currently selected specialization. For example my druid gets intellect trinkets and arcane relics even if I still haven't done the artifact quest for chicken/tree

    You get those for the same reason I get intellect trinkets as Enhancement shaman.

    WQ's don't check for your spec. Just your class.

    It clearly tells you in the tooltip what artifact it's meant for.

    Also WQ's are the best way to obtain offspec relics since you don't want to be changing loot specialisation in a dungeon or raid incase of legendary.
