No it isn't, but I know why you have it like this. I used to have the same issue, because I was updating the same WoW folder since TBC. Back in WoD, the folder size reached absurd levels (around 76 GB), so I deleted it all and downloaded the game fresh, and I had like 37 GB or something.
What I advice is that if you can't download it all over, is to get it from someone on an external hard disk and copy into your computer.
Post the size of your Data folder, not the entire WoW folder, as that one varies due to screenshots and addons.

Probably an old ptr installed. WoW cleans it's patch files now after installation, but you may still have some old ones as well.

Which is why I said it's probably an old PTR he didn't even realize he installed, since his wow folder is normal sized whereas windows shows it roughly twice the size on the add/remove list. It's possible to install accidentally through the launcher nowadays.edit: Looks like my folder is only 42GB when I inspect it manually, but on the add/remove windows app it lists it as 84GB

The filesystem Blizzard is using since 6.0 does not support garbage collection. So over time the folder will grow, the only thing you can do about it is to delete the data folder and run repair (which will redownload it). They claimed they were working on this and it would have garbage collection support by 6.1, but this did not ever happen and it was brushed under the rug along with the appear offline option.

OK, I missed that edit. I read the OP and then replied sometime later to the thread without re-reading what had been posted and edited. Still, would the PTR show under the same installed program in the installed programs list? Either way, what that list shows is wholly insignificant and irrelevant. On my Win 7, it doesn't show the size to WoW, nor to most of the installed programs for that matter. The OP shouldn't even be looking at that list, and quite frankly, it's probably just one of the countless Windows 10 (I'm guessing) bugs if we're being honest.
In fact, the best thing would be to get a reliable third party tool if one really wants to know what is on the hard drive. Microsoft and Windows aren't exactly the most reliable when it comes to giving accurate readings.
What's the cutoff for "vintage"? Is it a number of years? Is it the change from high production value vs self-filmed handheld cam? Is it Brazilian wax vs au naturel?
