1- Should I be aiming to get 30% haste even if that means a 4-5 ilvl drop? And if so, why?
2- When using Implosion does it do more dmg the more imps you have out or does it just simply do one flat dmg amount no matter how many imps are detonated?

1 - Yes, Currently Haste > Int. it also depends on the other stats on the item. Rings and Neck for sure. But do not throw away the other item just in case Blizzard changed stat prioritys or the way they work again.
2 - It does damage vs Each Imp you have up. HP on the imps does not matter though. So the more Imps you have available the more aoe dmg you will do.
