I'm not sure how much I trust that conclusion given it seems graffiti is considered a hate crime and their collection method is pretty shady - prone to the hysteria seen in the past few weeks. Not to mention they seemed to have excluded any anti-white hate crimes. Although they do mention anti-Trump related incidents at least. These also seem to be considered hate crime incidents:

Also the SPLC reports actual none crimes as hate crimes.
