Try System>Sound>Dialog

Sadly this won't help non-dialog sounds but it's still better than nothing.

The downside to global disable of sound (Ctrl+S) is that when you re-enable it, Dialog is turned back on (but not Error Speech).

Honestly, as much as I hate them too, isn't that the point? Harpies will f*** you up man. Those shrieks on my surround sound make my heart leap every time. One moment closer to death, I am.
