Empires through history never had to consider the concept of MAD, and that you would try to pretend that its at all comparable is laughable. Spending money advancing a nuclear program so that it's even better than the other guys is somewhat irrelevant if the other guys program already has the capacity to obliterate all your major cities. This is just the Cold War 2.0 - you seem to be forgetting that both Russia and the US have tons of nukes already, more than enough to do monumental and irreparable damage to each other and the planet.

Unless you can negate the effect of your opponents nuclear weapons, having more effective ones yourself is of no real benefit. You're still just going to blow each other up at the end of the day.
