Have I missed patchnotes on that? I still haven't seen any talents becoming baseline as what we were told during blizzcon. Is it underway still? I mean we already have the 7.1.5 patch installed in the background so its pretty much finalized.

What Blizzard says they'll do and what Blizzard actually does are usually two completely different things.
Just for one example, patient sniper on MM, that's the one I can think of off the top of my head.
Not every single spec got talents made baseline.
Wait for next expansion
It was part of the plan, but they did another count and realized that with baseline talents some classes would be too had to play on 6 button gamepads.
They said they would have a look if talents were needed as Bseline and make them baseline if they were.
No where did they say there was going to be a bunch of them being changed to baseline.
Another situation of people being unable to understand context I see.

Yeah, every fury warrior was expecting Raging Blow to go baseline, because that's the only talent choice that makes any sense and the one everyone takes ... guess we'll just keep having only 5 talent rows. Well 4, because Massacre, the talent that allows us to actually use execute, the spell around which most of our artifact traits are designed, without it being a dps loss, isn't becoming baseline either.

Nothing said they would make everything baseline, or even a lot baseline.

Just off the top of my head.
I think their position is that there is far more diversity than some of the game guides lead you to believe.... that they're going off talents that are actually taken by everyone, as opposed to talents that everyone "should" take.
