The only liberal position that I blamed were the ones akin to refusing to acknowledge the fact that certain people have certain behaviors and that the cultures of violence and thuggery thrive on the indulgence of bleeding hearts who seek to place blame everywhere except where it belongs.
The way I see it is that since the government is playing such an active role in funding the full existence of these people that makes it an excellent opportunity to address the behavioral and cultural side as well.

Violent crime didn't go up. It was property crime that went up.
A lot of the programs that the homeless go to cities for are run by non-profit organizations. Homeless would go to cities even without those programs because higher population density means they're more likely to be given money from people on the street.
Ignoring the problem of homelessness or shipping them off to other states isn't a viable solution. That's why cities like San Francisco is trying to help them. Which unfortunately draws even more homeless into the city.
I don't know what solution you have in mind for the homeless or why you think San Francisco is bad for being "bleeding hearts" and trying to help the problem.
