The resolution itself doesn't tell you anything at all. If you want an example I'll show you one.
This is the same image at the same resolution of 700x394:
You can see they have the same resolution and yet one of them looks incredibly shitty right? Yeah that's because compression is through the roof in the second one.
The first image has 254KB, the second has 13KB.
It's the same shit with video, the resolution doesn't matter because you can make it look like shit regardless of it due to compression. And to make it feasible to stream the compression used in streaming is usually way more aggressive than what you'd get downloading a file directly. Uncompressed 1080p would require 8x3x1920x1080x24/8/1024/1024 = 142.38 MB/s download speed (ignoring audio) which is something that isn't exactly common for most people and therefore would make it impractical. We don't use uncompressed video in the downloadable files themselves either (a single anime episode would require something like 220 GBs), it's just that the compression is way lighter and you usually retain way more quality than in the streaming counterpart.
There are other disadvantages too if you know what you're doing with your video player, streaming doesn't really give you any playback options and generally speaking you can get better frame presentation and image upscaling with a respectable standalone video player.
