Good news, it's almost certainly better than Prydaz (for killing things anyway; Prydaz is OP for surviving stuff).

They buffed it again to 100% damage increase. And I thought the proc chance was 2 times per minute. It's not that bad and definitely not our worst legendary. They nerfed Shoulders, too.

Which to use now then, after the buff to the cloak?

1.5 PPM, and if it procs while death is on cd it doesn't reset the cd. Not sure how it looks with the buff - but atm it's a 1.6-1.8% dps increase over having no legendary (before buffs)
