Is it possible to buy the Expansion with gems ive seen you can upgrade to deluxe does that count as buying the expansion or is having the standard edition a requirement? / is there any other way to upgrade to the heart of thorns with gems other than that?

No. For some reason A/Net have never had this option. Even for standard edition owners.

I think the only way Anet would ever allow you to buy expansions with gems is if they normalize gold making opportunities in the game. As of now they don't really with the ways that people make money, that only happens when other parts of the game are hurt.
