I'd assume they base the date on when the person got citizenship, and the last 4 would be generated randomly?

Well I assume the first six would still be your birthday, like 921214. And the very last of the final four is still the control digit, you can figure that one out with math. But the other three numbers... Maybe those three are randomly generated? But if it's random, can they verify them?
