Funding the arts has genuine benefits, even if uncultured plebeian don't agree. It's Culture, and I'd be willing to bet that money put back into the economy from art galleries and such help pad that number.

Arts and culture are a $132b industry in the US.

This may come as a shock to some people, but people are willing to pay to see art works, especially performance arts such as theatre. There are kinda clear economic benefits to funding it.
