Well I think the his point is that the alternative would be a Nazi style persecution that results in the deaths of many people. If Hitler deported Jews, gypsies, gays, etc. then he would still have done something we could consider insane and horrible BUT at least they wouldn't have gotten gassed.. I think that's his stance.

The "peaceful ethnic cleansing" quote isn't actually a quote, it's a paraphrase of his actual statement -- and that fact is intentionally withheld from both headlines and bodies of their articles because they're attracting views by being edgy; his actual words were, as follows:

“Today, in the public imagination, ‘ethnic cleansing’ has been associated with civil war and mass murder (understandably so),... [SNIP] But this need not be the case. 1919 is a real example of successful ethnic redistribution—done by fiat, we should remember, but done peacefully.”

The emphasis is mine. Also, mildly important in regards to your imbecilic comment, when he mentions the successful example in 1919 he's referring to something undertaken by the French, which is hardly likely to fall under the category of "late 30's Nazi rhetoric".

I mean, It is just a Peacefull way, of Relocating people to special Houseing, to make it safer and better for them. We might even make it a like a summer camp where people, will stay over all year round. I think the Keyword is atleast "camp" of "them" and peacefully forcefully Relocating people.
