Affliction: How does Soul generation exactly work?

Hey fellow Warlocks,

In beta Forums I remember that Blizzard posted, that the Souls of your Artifact trait are generated by a specific RPPM rate. Does anyone know how this works on live? Do I get more soul proccs with more hast and/or targets? And is there any source that explains this? I somehow couldnt find anything detailed and reliable by using google.
