Because there's more of the Horde at max level. Both taking all the servers combined, and especially on the PVP servers, which is kind of important because if you dominate PVP even 60:40, you can dominate supplies like 80:20 by denying the other side.
The 51 - 49 in favor of H overall becomes 60 - 40 in favor of H on PVP servers and this skews overall numbers significantly. That's where the "win" is.

Yep, typical Blizz, 1 expansion alliance has an upper hand in pvp because of human racial after horde dominating since vanilla? Cannot be! Nerf human racial! Atm blood elf's silence is the fotm for both pvp and pve, so there you go.
You can see the cut off ratings for pvp rewards. It's higher for horde, which means there's more horde competing for pvp rewards. Simple as.
Bleh. The event is fine. The event being regional instead of server-wide is fucking moronic.

Yeah sure, that's why I have to look at idiotic horde bannerz for year, despite having literally zero horde players on my server.
If it was server-wide, it could show the effort of actual players from our server, instead of some gay elf lovers from spain servers dictating their will over us.

Nice spin, but I can read, and the other parts that you are discussing mean 2 things. Jack and shit. Fact is, that Horde at maximum level across the entire region only outnumbers alliance by the slimmest of margins. Whatever kind of server each person is on means absolutely not a damn thing.
Facts are, Alliance players whined over and over that they were outnumbered so badly over the entire region and the facts are that they are not.
Sorry, but y'alls whiny bitching just doesn't amount to anything. Alliance got their asses handed to them by an equal number of players. Those are the facts, no matter how much you try and wave your hands and twist them doesn't change that.

If it was server-wide it would only serve to show what the demographics are on that server (except for servers with a relatively equal number of players) but on most servers where the balance is horrendously out of whack, there would have been no real required effort as sheer numbers would have dominated it.
Lol... I just checked wowprogress on EU region, there are 16 servers with more than 10k registered horde and only 11 with more than 10k alliance. Across all languages. If I check only EU-English it's 8 or horde and 6 for alliance. Wowprogress counts lvl 110 players that either killed stuff in a raid or belong to a guild that killed something in a raid (so no need to be raider yourself). Most active, max level players are on those servers.
It matters for this event, because one can deny other faction points via PVP. Whoever has more people on PVP servers, wins.

I repeat, if the event was held during WoD time, it would have been won by the Alliance. For the same reason the Alliance was winning random BGs by something like 60:40 then - which is the exact reverse now if you subtract AV / IoC.
It's in the numbers, honey. You know what numbers are? If you don't, maybe ask your grandma to explain. :-)

Go to: https://realmpop.com/eu.html
Drag the level slider at the bottom to 110.
Click the PVP segment in "PVE/PVP (all)".
Horde: 61.3%. Alliance: 38.7%.
The end. That's what makes the difference for region-wide events with a PVP component.
