TBH, there haven't been too many improvements in CPUs since Intel came out with Sandy Bridge(i.e. the i5 2500k), so the only way you'll see a meaningful boost in performance there is if you got a CPU that could be overclocked and you bumped up the clock speed, and that would require a new motherboard and CPU cooler.
I would say, just get a new graphics card and call it a day. If you're sticking with 1080p then a 1060 should be good enough to max most stuff, but you could also go for a 1070 if you really wanted, assuming that your power supply has the right connector(s).
