End tier boss, quite possibly.

No, azhara will be a last boss in a raid tier but not whole expansion. If they make an expansion about Azshara and old god theme, N'Zoth will definately be the last boss of that expansion (if not void lords, but I think that will come later). Azshara is merely a puppet who serves the sleeping god.
Easily, i mean we had Garrosh as last boss who was pretty much nothing compared to her(and they can boost her to whatever they want after we deal with legion).
Also as we saw with vanilla and wotlk blizzard doesn't like to put old gods on box so we will prob get like t2 N'Zoth and t3 Azhara somewhat similar to lk and yoggy
While she's a huge name and widely regarded as the most powerful Night Elf Mage to ever exist, I don't believe she'll ever amount to an end of expansion boss. Maybe end of a tier in an old god themed expansion. She just doesn't bring the same oomph that the other end baddies have had. Kel'thuzad, Illidan, Arthas the Lich King, Deathwing, Garrosh, Archimonde. The only anomaly in there is Garrosh and that's because of faulty writing that put Garrosh where he was. I'm just not sure if she can offer up as much as these other bosses did. We constantly hear of her and we constantly foil her plans throughout the expansions, directly or indirectly. I'm going to say no for that reason.

Your comparison is flawed to no end. Azshara works for N'zoth. She wouldn't be a boss after him in a million years. Lich King and Yogg didn't work together and the Lich King wasn't aware of Yogg by any means. There's just a HUGE difference.

A raid boss before N'zoth, or as a raid's final boss before N'zoth would be my vote.
She'll raise the tides and drown out 99% of azeroth, making an entire underwater expansion. Everyone loved Vashir and have been crying for more of those types of zones, so Blizz will give us a whole expansion for it.
This ^ is critically important. The old gods are manifestations of chaos. Void Lords ripped into our reality and spewed them out into the universe, to seek out nascent world-souls / premature Titans, and corrupt them. Titans represent manifestations of Order in the universe. Old Gods seek only to undo the balance and Order kept in check by the workings of the Titians.
Maybe endboss of an mid-tier raid or 1st tier endboss like Guldan or Xavius, but nothing more really. Can't really see her to be a major villan of a whole xpac, maybe just a puppet of someone.
Except lore supports the fact that she shouldn't be even a challenge for us at this point.

She is not the most powerful that ever lived. She is "one of" according to in game lore sources. At this point she's lucky she isn't a wretched with as addicted to the well as she was.
Azshara deserves to just die in a quest line.
She will either be the "big bad pre-final boss" of N'zoth in the raid, like Elisandre/Cenarius/Vejjax and every other pre-final boss of a raid instance or she will be the final boss of a tier itself.
What i hope to see really since we know she or generally old god expansion is next -probably- or after the next one.
She will be the Gul'dan of the expansion and N'zoth will be the big bad of the expansion or N'zoth will be the Kil'jaeden/Ragnaros/Lei Shen/etc of the expansion and some new big bad we dont know about the tier 3 one.
So, irrelevant instance like Highmaul/Emerald Nighmare-->Tier 1 instance-->Azshara instance-->N'zoth Instance.
Or irrelevant instances--->Azshara same as Nighthold-->N'zoth-->New big bad.

DW made his own choices. He was driven to his initial choices and backed by the OGs, but he was not manipulated as technically his end time might have killed the OGs as well for all we know.

As far as we're led to believe, he blew himself up like he was doing during the final boss fight which is what caused that future.
