It essentially means that in difficult situations, any way to achieve a goal is acceptable.

It's like, "there's more than one way to skin a cat, " and other such sayings. The meaning isn't the literal meaning. And, as most are, it's often used improperly.

In war, you kill the other guy, you kill his dog, you burn down the burger joint where he had his first kiss, etc.

You make him feel well and truly crushed and hopeless, and then when he begs you to stop and kneels, you stop. You do all this because you want the dmn thing to end ASAP. And because you want everyone that's watching to know just exactly what will happen to them if they dare f with you.

Indeed, my school must have lied to me about the three treaties before it from 1864, 1906, and 1929, which the 1949 treaty incorporated and updated.
