Yes, socialist policies put forth by a dictator. Not dissimilar to how China currently operates in which it allows capitalism to the degree that it enriches the state and their friends. Authoritarians putting out capitalist policies does not make them capitalists. And at the same time they are happy to push various types of "socialism" onto their populace. How are they both capitalist and socialist at the same time? Oh yeah, because they're neither, they're authoritarians doing whatever they want.
