I definitely think you should need a parenting license to be allowed to have kids. The biggest joke is how we treat adoptive parents but just allow anyone no matter how unfit to pop out kids biologically.

It's only going to get worse as we allow more and more immigrants in who pop out kids like rabbits while the more intelligent in society have fewer children.

Who licenses the licensing ministry? Who is competent to write the standards of the body? Not like you can say "consensus" or "society", because the first assumption of the idea is that nobody is good enough to have kids until a government agency says so. This is part of what I talked about as the inherent narcissim of utopianism and eugenicism.

While @nanook12's ideas are pretty silly, he's not dead wrong - a non-trivial number of systems don't really work the way most people would generally prefer when it comes to promoting pro-social behavior and positive outcomes for societies. I don't really think there's anything to be done about it, but it's unfortunate that the sorts of traits that are selected for in modern reproduction seem at least somewhat dysgenic.

I did see some recent data that contradicts this though - birth rates for college educated white women may be rising over the last decade. I can't seem to find the study now, so giant grain of salt, but that would obviously be a good thing.

I think idiocracy is best fought with education, not eugenics.

I can see eugenics at work, though, in the near future... like in Gattaca where prospective parents are given a genetic scan of their child early in the pregnancy, along with a detailed analysis of health prospects. We have or nearly have the technology; commercialisation is in inevitable and soon we might see parents "rerolling".

Modern eugenics should take place thru genetic engineering. The human race is no longer subject to the same selection pressures that brought us to the modern era due to advancements in medicine. It absolutely has the potential to be unethical as hell but when you're metaphorically snatching people who would otherwise not reproduce from the jaws of hell, you've unbalanced the equation.
