    Are sand gnomes canonical?

We only really see them via a couple of quests in Terokkar Forest and we had a brief glimpse of them in Uldum during the cataclysm beta until they were replaced by pygmies. Other than that, there's no further info about them.

Are they still considered canonical or just an oddity of early quest/lore design?

I don't think so, no. The entirety of the "sand gnomes" quests in TBC all hooked back to an in-joke parody of the "Dune" series. I suppose we'll have to see if "Chronicles Vol. 2" makes even an oblique mention of them, but I wouldn't be surprised if it didn't.
"We're more of the love, blood, and rhetoric school. Well, we can do you blood and love without the rhetoric, and we can do you blood and rhetoric without the love, and we can do you all three concurrent or consecutive. But we can't give you love and rhetoric without the blood. Blood is compulsory. They're all blood, you see." ― Tom Stoppard, Rosencrantz and Guildenstern are Dead

I don't think they ever really were canonical, just a one-off joke in BC.

Sand gnomes? Yea, sure... The desert can do strange things to a person.
