The thing is, Trump also has the power to blatantly lie with no form of evidence. He also has the power to let his ignorance and inexperience come to the forefront and really shine.

This is almost certainly the latter. Based on the timeline, Trump almost certainly saw the Breitbart article and just assumed it was true, rather than asking people who would actually know the truth. Contacts with foreign governments are monitored. That Russian bank that was pinging Trump Tower's basement did draw suspicion. Trump could be off his meds reacting irrationally to a story that's really about either of those, with minimal information and neither the desire nor the skill to refine his terms, and just went straight for Obama.

I see where you're going with this, but I respectfully disagree.

Bannon is just as politically inexperienced as Trump, just not as ill-informed. But I don't think Bannon's position allows him to start rummaging around in classified intelligence reports, and I don't see a lot of people volunteering to bring it to him. It could come up at an NSC meeting, but Trump should be at those, so it wouldn't require Breitbart. So I don't see how Bannon would get that info behind Trump's back. I am more likely to believe Breitbart made it up entirely, or more likely, is taking something out of context (such as the Russian bank pining Trump Tower being monitored).

Also, Breitbart hasn't exactly "exclusive report!" a lot of important, true things. If Bannon was funneling info to them, they'd have at least one major scoop by now. This wasn't it, because as stated, no President can order a wiretap, and the FBI/CIA listening for Russian communication is no longer breaking news.
