The answer is no.
The presidency is so vast in its duties responsibilities that concentrating on a single issue or even handful of issues leaves plenty of problems unaddressed.
Also, Eisenhower was not well liked when he was in office, also operation wetback, and has only more recently been given favorable reviews. presidents tend to be viewed more favorably years after they're out of office. Surprisingly, Obama has a pretty decent standing historically for a president just leaving office and could possibly supplant Eisenhower on the list in 10 years time.
