I think they might still trade Butler instead to recoup the picks. They can't do that right now though, cause he's a restricted free agent with a tender on him. As long as he doesn;t sign that tender, the Patriots can't do anything with him, as he is technically not under contract right now.
It's basically, Butler has till April 21st to get some team to make him a contract offer that he can take to the Patriots and give them the option to match. If the Patriots match, they keep him at the contract he negotiated. If they don't they get the highest first round pick that the other team owns (hence why the Saints won't try to nab Butler, cause they'd give up the 12th pick in the Draft in the process, which they obviously don;t want).
On April 21st Butler has to sign his tender (or sit out the year basically) and then about 6 days later the Draft is held. Plenty of time for the Patriots to deal a now under contract Butler.

And honestly, it's all fun and games, but if Hightower doesn't sign back, we have a problem on defense that we'll need to solve and no draft picks to solve it. Things could go from fantastic to in deep doodoo in short order for the Patriots.
I'm going to guess that the staff think that Cyrus Jones, Jonathan Jones or Justin Coleman can fill in that role if they have a full training camp to get into that role. Cyrus is a second round pick, with a year to get ready to play on defense. That job should be his to lose.
They might also bring in a rookie or free agent still to do it. Plenty of cap space to do so.
We can sign Hightower to a good deal and still have plenty of cap space left. Really we don't have to deal too much with Butler, but I hope Butler (a true hero) gets his due as well.
Both Hightower and Butler have been legit big moment players for the Pats. They turned the course of history. They should be legends with the Patriots.

Eh, I'd still be ok with Matthews in our LB core. And he's like, 30?
31 start of the season. I'd rather have a young linebacker with no preconceived ideas that's freshly coached into how to play in the NFL by BB.
Even more so I'd rather just have Donta Hightower re-signed and no real need at linebacker at all.
Maybe a replacement for McLellin, cause that dude was pretty awful outside of special teams.
