Yes it is a crime actually, there was no permit given for campaigning because of a (as we can see very well founded) threat to public safety, intentionally ignoring the fact that the speech was forbidden and still going to try and give it is breaking the law, it is really logical if someone with a diplomatic passport breaks the law to consider that person a persona non grata and send her back over the border from which she came.

So legally, the Netherlands is entirely in the clear.

Having said that, I do agree with you that it was handled really poorly by the Dutch as well for election purposes

I am sorry but this is simply not true, all protests need to be announced ahead of time so that the police can be organised to both protect the protestors and protect the environment in which they are protesting, also not all areas are suitable for protests, primarily if other people occupy that space already.
