I like how they just slapped crit onto all the bad warrior legendaries. Crit being by far the most useless stat to all 3 warrior specs.
Adding crit to them does literally nothing to make them more appealing.

It's a typo, item says .4s extension per chi for SEF and .3 extension per chi for Serenity.

Curently:
2 charges, 15s duration, 1min 30s CD per charge
Average of 17 chi would be +10.2s per charge
basically looking at a 25-26s duration per charge, giving it an effective 1min 5s cd per charge
Over a 10 minute fight looking at 10 SEF.
In 7.2 with trait:
2 charges, 15s Duration, 1minute 18s CD per charge
Average of 17 chi would be +6.8s per charge
looking at a 21-22 second duration per charge, giving an effective cooldown of 57 seconds per charge
Over a 10 minute fight looking at 10 SEF.

So you looking basically the same number of SEF uses, but you're looking at losing around 4 seconds of SEF per use, and about 40 seconds of SEF uptime over a 10 minute encounter.

I think it would have been easiest if all legendaries would have utility and fun effects only (and higher stats of course), and were more thought for open world situations and dungeons. It is impossible to give every legendary unique effect that is balanced with all other effects but if its just utility or fun skills then it doesnt matter as end game guilds wont have any use of these yet will probably want legendary for that extra high stats which are easier to balance.
So many of the items just got another stat added to them. I feel atleast some of them could have had a more "fun" change made to them. Roots of Shaladrassil, which heals you when standing still, could have gotten a X% dmg increase when standing still aswell, I think it would fit the idea behind the legendary.
