Keep touting that line but realize that while each agency may be a small amount of money, when you add up all the little amounts, they add up to a large amount. People say foreign aid is only 1% of the budget, EPA is only 1%, the arts is less than 1%, welfare fraud is less than 1%, PP is less than 1%, etc... and eventually if you add them all up you get a much larger percentage of spending. Much like the average person would have an additional $5000 or more over their lifetime if they actually picked up every penny, nickle, and dime that they dont bother to bend over and pick up when they see them on the ground.
Additionally, when they raise a tax or add a new one that adds a paltry amount to the coffers (soda tax, tobacco tax, etc...) people like you say its a great thing because it brings so much money in to fight X, yet its an exponentially smaller amount than any program cuts but hailed as a huge win.
