The OnePlus 3T is probably the best in cost x benefit. Going into lower tiers I'd probably recommend and old flagship instead of an actual budget device for 3rd party support reasons. Xiaomi and Huawei have some decent cheap devices too, and Motorola's Moto G used to be decent (I've never seen this year's model but I guess the major difference is how it looks).

Surpised no one has mentioned the Nextbit Robin. You can currently get it for $160 on Amazon. This was a high end phone when it was new and still hard to touch for the price. Great looking screen with good speakers and camera. You also get 100gb of cloud storage (for now).

Depends on who you're buying for. If it's a girl/parent/just a older person in general I'd recommend Meizu. Something like M5 Note or M3S. Pretty good out the box, great design, decent camera, decent battery performance, but terrible performance. So if you're pretty sure they are not playing any serious games stick with that.

If the person is playing games on their phone you have Xiaomi Redmi Note 3 Pro (regular or SE) or LeEco Cool 1. Second one doesnt have a global firmware, so only english and chinese. Both have great performance (sporting Snap 650 and 652 respectively), one the best cameras in the price range, great batteries but build quality and design are both not the best.

Lastly, if you're pretty sure the person mostly need just a good camera it's pretty tough in this price range: stick with older flagships or add a little more and get ZTE Nubia Z11 Mini S.

It's trash. If you're looking for performance you can get a Snap 820 phone for $200-250 easily (looking at Xiaomi Mi5 and Zuk Z2 here) and this one only has a Snap 808. Otherwise this phone has no advantages at the moment: very questionable design, made out of plastic, processor throttles like crazy, etc.
