Offices just do not throw away hardware, they will save money where they can, if buying a new system with a Igpu is cheaper then so be it, if adding a low end discrete CPU to their system is the cheaper option, they will take that, sometimes offices need to start using additional IO or go HDMI because they wanted to use newer monitors which does make a bigger difference to office productivity then a new CPU.
If a working environment needs more powerful hardware and requires core count, then the X99 platform doesn't have a IGPU, and we have seen that Intel can infact separate IGPU from the cores, Broadwell platform shows this, I would dare say the gpu on that is more tightly integrated then kabylake, mean that CPU has a level 4 cache just for the GPU.
