How can you further remove a person from personal responsibility? I don't have an obligation to support a person's life choices. If someone decides to have a child, it is completely their responsibility to be financially responsible for that child. If someone decides to help that is charity. You are under the assumption that someone is entitled to help, like I mentioned before. This is your world-view, I don't see how debating it will be helpful in creating any rational dialogue.

I'm assuming you mean Viagra is covered under Medicaid. I don't know if this means that the brand Viagra or the generic drug Sildenafil is available to patients under Medicaid with ED. Either way if you understand the Pharmaceutical market you can see how this is not necessarily a good thing. Competing ED drug manufacturers will have to charge a much higher cost to compete in the free market as either Viagra or Sildenafil will have automatic government contracts with pharmacies. Usually when we plan medicine like this it has a negative effect on the overall cost of healthcare in general. But it's all free right? Wrong, and this is why we don't vacation in Venezuela. We like to spend our time in countries that embrace Free Market Capitalism.
