Yes, there have been options for the 1070 on the market for under $400 for months now. Just pay attention to the sales. Such as this EVGA GTX 1070 SC Black Edition for $374, no mail in rebate required to get that price. EVGA also has that same card on their site with a free game for $389. Not sure if getting if via Amazon at the lower price nets you the free game, it should, but the Amazon listing doesn't mention it so I can't say 100% for certain.

It outperforms the 980 Ti in certain games even.
Go look at benchmarks, as "how much of an upgrade" will vary from game to game. As for linking benchmarks, it's always best for anyone to research their own benchmarks as any linking them can end up in a debate over bias. Just Google GTX 1070 Reviews, both written and video, and form your own opinion as to how much of an upgrade you think it will be for you based on the games you play.
Don't waste money on a 1060 or a 480, neither of those cards are really an upgrade for a 970. You will see better performance in some games, but not $250+ worth of performance. You'd be upgrading to a newer generation of cards, but a lower tier of cards in the new generation.

A 1080 Isn't worth that extra $155+ if you're not playing at 1440p or higher though. Anyone playing at 1080p, even 144Hz, a 1070 is way more than enough. And I say that from first hand experience as someone with a 1070 and a 144Hz monitor. Benchmarks back that up too. If you're not playing at 1440p at higher, you are paying for frames you can't benefit from. Even then a 1070 is more than capable of 1440@60.
"speed doubles every 18 months" is long gone.
Just like Blizzard, Intel is very lazy and milking right now.
One generation gives 5% to 20% upgrade.
970 to 1070 is actually not bad.
i7 CPU is only 5% per year.

A pretty steady 40-50% performance boost over the GTX 970. You can play with the drop-downs to see the comparisons between it and the 1060/480 as well, though take all benchmarks you read anywhere with the knowledge that they are tested with launch-day drivers; NVIDIA and AMD both see performance improvements over time, with AMD seeing more to the point the RX 480 and GTX 1060 6GB are very close in performance.
TL;DR: get 1070, 1060 not upgrade, 480 not upgrade

I personally think there are no logical upgrades for a 970, your upgrade will be the 1160.
400 dollars for 30-40% gains is not good value for money.

Should be, in the UK, I can get hold of a 4GB RX 480 for like £160ish, so I am going to assume the GPU that will be positioned between this and the high end might be just above £200.
I doubt AMD will leave a huge gap in its product stack like Nvidia has been doing, the area between the RX480 performance and the 1070 is just empty, I'm sure we will see competing GPUs in the high end, just have to see if AMD can release most of its lineup at the same time (which it really needs to do).
