Offered the opportunity for scenery and story that no other zone can - but I personally didn't like the execution of the movement.
So no, if that was more of the same.
But potentially yes to some new content if the movement got an overhaul.
But an expansion with that being the majority I don't think so.

No. While it wasn't terrible, it wasn't the best and was very frustrating. Also, where is the pole?

People here aren't understanding how bad they did with Vash'jir and aren't thinking Blizz probably learned their lesson, and would do something different if they were to make a new water zone.
    IE: Nightmare Tide from Rift

Although I might like one, I'd like it to be somewhere in our adventures off of Azeroth.

I'm finding it increasingly jarring to move to the next adventure and discover entire zones that are going to stomp my ass, despite having downed the big bads of the previous expansion. In other words, I don't want them pulling a Kong: Skull Island on me again (MoP was something of a K:SI move). Face it, any group of Withered should have steamrollered Arthas.
With COVID-19 making its impact on our lives, I have decided that I shall hang in there for my remaining days, skip some meals, try to get children to experiment with making henna patterns on their skin, and plant some trees. You know -- live, fast, dye young, and leave a pretty copse. I feel like I may not have that quite right.

Would love a ship that we can customize, upgrade and sail around with from island to island (similar to Assassin's Creed Black Flag), but I would not enjoy underwater zones, target ground abilities don't work (as there is no ground) and combat in general is just completely fucked up.

    False equivalence here.

Lets take Legion as the example.

    Things we kill in Legion:

    - Demons (of all kinds)
    - Void creatures
    - Vrykul (of all kinds)
    - Elementals (of all kinds)
    - Dragons
    - Undead
    - Nightmare creatures
    - Giants
    - Murlocs
    - Naga
    - All races besides dwarf and gnome I believe
    - A shit ton of new elves
    - Drogbar
    - The usual wildlife (wolves, bears, deer)

Of the things we have ever killed under water:

    - Murlocs
    - Naga
    - Old god creatures
    - Elementals
    - (wild life) shark, fish, turtles, whales, eels
    - Diving land based races (playable races for example)
    - Kvaldiir
    - Probably Undead, though I can't think of any right now.

So... yeah. We already know the bulk will be Naga, Murlocs and either Elementals or Old god creatures. So right from the get go, they'd need to create a half dozen new types of those to keep it interesting (like they did with Legion and Demons). On top of this, they'd need to completely forget about the vast majority of their old work (Dragons, most wild life, most elementals, most land based creatures period) and either accept the ones listed above as their bread and butter for a 2 year expansion, or go on a huge creation spree of new races that, presumably, can only live under water (meaning they'd be worthless the expansion after it)

It seems to me that if Blizzard really wanted to do an Underwater expansion, they'd be facing 3 problems

    1. The vast majority of the playerbase hated Vashjr. Those that didn't hated it after another couple of runs through. Blizzard in doing this, would be making a B line for what their customers hate the most in the game. Shareholders will notice this.

    2. The vast majority of races in the game either cannot go underwater, or have zero underwater animations. Meaning they'd have to create several dozen new animations (per race) just to flesh out each individual race in the underwater zone. On top of this, those that just look out of place underwater (- like say, any playable race) would have a permanent scuba diving helmet on their head, making them all look identical.

    3. Of the races that dwell underwater, or live in both, there are few. They are not only few, but also not fleshed out. There is no compelling turtle lore. There is no compelling murloc lore. There is great Naga lore. There is already explored Kvaldir lore. We killed the Kvaldir's queen, I presume they'd be not coming back at this point.

So it would no doubt be Naga lore wise, and most expansion have side stories. So pick one. Old god? Well, old god and naga are kind of tied together. Its the same story, really. Murloc? Really? Do you think players want to hear "bmlrlrgmglrrll" for years? How about Elemental? Well, people didn't see to like that in Cataclysm, and it would once again be shaman-only lore.

Because of these reasons, i'm 99.9% sure they will never do an underwater expansion, and probably not even another underwater zone.

not overly, i think as a whole the theme would get really old, real fast, it would fit well as a large content patch in an expac though, like the 7.2 and what will be 7.2.5

I want ships - sailing, naval combat, intercepting trade/supply routes, coast invasions, boarding, etc. All things that were a huge part of the franchise until Blizz were too reluctant to include it in Warcraft 3 and consequently in WoW.
None of it included spending days underwater like Vashj'ir did. While I like the zone, it still felt uncomfortable and I can't say it's among my best WoW experiences.

So I would say let there be swimming (it's water, doh), but not mandatory for more than a few quests. And also do not make water walking effects mandatory either, because that makes it even more ridiculous.

I'm sure Blizz are reading and would agree!

The very few times we have had something that was like that (Alakir), there was definitely a lot of vocal hatred for it for the same reasons.
flying was required in some places in BC and Wrath, but like... that was just horrible horrible design...

also remember how the wrath of the lich king box launched (and still) says "Ariel pvp combat) with people fighting in airplanes...

Something of that style would be actually great, but an xpac purely with zones like Vash'jir? Nope, people would dislike the xpac too fast

This. I had same issues with ranged classes.

Water zones look cool on paper, but implementation need to be improve a lot.

Especially since Blizzard has done a great job with their underwater zones. They have all sorts of cool mechanics now including walking on the ocean floor / running / fast underwater mounts.
I think if you polled the general playerbase you'd find that those outside of your echo chamber would strongly disagree. Underwater zones had numerous issues including/related to targeting, depth perception, movement, etc. Plus Vashjir was more than enough of that stuff. Rose tinted glasses won't help anyone here.

An semi-optional zone, sure. An entire expansion? You'd see the subs drop even lower than they already are.

Would love an old god/naga focused expansion in the great sea with a mix of underwater/underground/island zones

South seas with several underwater zones.

I think it would be awesome, and it would bring more diversity to the game that it needs. Ppl sick of green and fel and demons? Lets get some Naga and some water and some blue up in this bitch.

    This has my vote.
I hate water zones. Whenever i gotta do one, i'm always pissed. Especially for melee it sucks.

I don't see a problem with it. Some pirate/sailor-themed transmogs could be really cool. To avoid the Vashj'ir issue, they could do what FFXIV is doing in Stormblood and have underwater content be themed around exploration rather than combat, and keep combat for indoor underwater areas and on above-water landmasses, or on the sea floor to remove the Z axis from combat.
Be seeing you guys on Bloodsail Buccaneers NA!
