Technically, I don't think he was ever really in "The Horde..." but more so served Gul'Dan and eventually himself, and then eventually the Old Gods.

He was powerful but he was EXTREMELY volatile. Fanatic worshippers of the Void are even deadlier than the Burning Legion IMO -- at least the BL literally want to "recreate" the universe from the start. The Void just wants to swallow the universe in darkness, which is pretty boring for everyone involved tbh. I don't even know how the Twilight's Hammer recruited as many people as they did, at least in the BL you are given a chance to rise through the ranks and you're given more power, I don't think that's even the case for most Twilight Hammer cultists.
