I think they're moving DPS away from HC and into baseline, whilst keeping the overall DPS roughly the same. Note the 5% buff, and also the nerf to RJW (which is even more useless after a 90% nerf - and it looks like it doesn't apply MotC at all according to the notes!!) and Xuen. HC is a stupidly OP talent, and needs reigning in like this. No talent should give a straight-up 16% DPS increase, because then the rest of the row either has to be similarly OP or not be worth trying, and Xuen is a HUGE amount of burst with how they buffed it to be even occasionally competitive. Kind of similar to the previous changes, where they moved ST DPS from FoF to other abilities, without changing the actual ST DPS much.

It's not the buffs we need, but hopefully that'll come later in the patch cycles, after they've sorted the ability balancing relative to each other.

Argus will be Patch 7.3, and while Blizzard said it was going to be massive, with outdoor zones, quests, instances, and the final raid, it WON'T be an expansion itself, unless you want another Warlords-like expansion with more of the enemy you fought in the previous one.

What is Death's Embrace's "up to 50% increased damage on targets at or below 35%"? Is it RNG? Or it's based on how much health left like at 35% it's minimum and it increases to reach 50% at like 20% health or so? How is it calculated?
