I think Lordaeron should have been divided. East-Lordaeron given to the Alliance/Argents with Stratholme as it's capital, and West Lordaeron kept by the Forsaken.

Pretty big waste of a character, the way they pretty much hand-waved her away from being relevant. If anything it could be interesting if she got rulership back from Lordaeron - however, she still knows that the forsaken are the people of her kingdom. They could try remake the upper Lordaeron castle to make it more fitting for the living, where she will be - and maybe the human remnants she had with her will patrol the area, while still letting "Undercity" be a thing for the forsaken, underneath. That way you'll still have the Undead faction, just that they now actually have a few Lordaeron humans on their side, too.
1. Arthas was the first in line of throne, and since we do not know the hereditary customs of Lordaeron he might have been the only one in line for the throne.
2. Arthas never waited for the crown of Lordaeron to pass onto him, he claimed it for himself by means of power
3. Since a kingdom is it's people, Calia can call herself Queen in exile or whatever else she fancies, but she'll first have to kill all the Forsaken before they accept her
4. Calia and what army? In the grand scheme of things, she has no means, resources or even political capital to use in order to organise let alone retaike Lordaeron in her name
Face it, Calia will only rule Lordaeron if she dies, and replaces Sylvanas, which won't be happening anytime soon.
Simple solution: at the end of Legion, Calia dies, is resurrected as a Forsaken, then takes over the Forsaken & UC from Sylvanas, who then can become a villain in the next expansion as some people want her to so badly.

Sylvanas is never going to be turned into a villain. People need to face these facts. This character means too much to Michelle Morrow and similar people who've been in tragic accidents, that alone is enough for them to not go that route with her. And honestly, that's good. She wouldn't have been a good villain anyway.
Calia isn't interested in ruling Lordaeron. That's all there really is to it.
