Would the sharing of this information by one of America's allies be conditional to retain it within certain circles been a part of a treaty, more specifically NATO (or more specifically the US-Britain-French close circle in the higher echelons of NATO), and more importantly does the president have the ability within the US government to amend its participation in such a treaty to declassify information gained by it with a third party?

The executive order for Presidential power to declassify only covers classified information where the United States is the originator, or has authority over. If the originator is one of our foreign allies, then that is an entirely different debacle.
