I mean, I haven't had any issue with resizing the image in XSplit so that it covers my chat box. Never lost quality or distorted because of the resize. That's why I said dimensions don't matter.

An artist may want to work around your UI if it's an 'out of the box' style Chat Cover. Also, there's usually always some sort of quality loss when resizing happens, and an artist may not appreciate that being done to their art.

I may be alone here, but I personally wouldn't want my art to be resized in anyway.

Yeah what Winter said, resizing loses quality and it's simply easier to start with set dimensions when making chat covers. Also as mentioned resizing/distortion isn't something many of us want happening to our work.

You need to wait 1 week then you can bump.

These are the cooldowns associated with each specific thing made (generally depending on how time consuming they are to make):
Signatures: one week cooldown.
Avatars: no cooldown.
Banners: one week cooldown.
Wallpapers: two weeks cooldown.
Twitch Layouts: two months cooldown.
