Well the obvious thing other countries should do would be to sanction USA. Not sure if other countries have balls enough to do that, though.
All this "being shocked" about the decision is pointless. Leaving the Paris accord must have consequences - that's the only reason such an accord exists in the first place. So other nations, mainly Europeans, should grow a pair and act accordingly.

In summary 16 tankers produce more carbon emissions than all the cars in the ENTIRE WORLD. But here's the REAL kicker... there aren't only 16 tankers. There are THOUSANDS of tankers throughout the world.
If they truly cared... they'd simply stop manufacturing in China. But its far more popular and trendy to jump on the "Down with Trump" bandwagon, than it is to actually take steps to BE GREEN. I doubt a product launch by apple even comes close to filling an entire ship. But conservatively lets say they employ 1 tanker. Apple and those that buy apple products are then responsible pollution that is equal to 1/16th of all the cars in the entire world COMBINED, and that is just to ship it from overseas. Just food for thought.

The agreement was voluntary there was no sanction or penalty to be had anyways. That said make no mistake about it this will have far ranging long term implication in terms of our relationship with our allies and the world. The US at least until Trump leave office will be left at the kids table while the grown ups shape up the future of the world. It was bad enough that Trump made it so that they don't trust us with secrets now they have no reason to include us in a multi trillion dollar global initiative and much more.
I know a lot of climate change deniers have issues with basic maths, but here is the story:
Roughly speaking 60% of the issue is in the USA, Europe and China - around a third each.
Europe is a disorganised disintegrating mess.
USA is currently under a Kakistocracy and have decided to shut their eyes, poke their fingers in their ear holds and yell na na na na.
We are left with China as our only chance of keeping this thing going - China btw is spending as much on renewables as the US spends on blowing shit up. So yeah - desperate measures ... but what can you do.
