It is how it works. It's been done before. When you want to do something you find a way to do it. It's not a slippery slope because it's not something you can do easily. Unlike surveil everyone's habits from a distance, in order to know everything that's going on at all times. That's a much more slippery slope that can allow you to target anybody that disagrees with you on any subject very easily in the future.
