And even if Bolvar is just chilling on his throne instead of chilling in a block of ice, so what? We already know most of his current motivations as he's been talking in the Death Knight's head all expansion long through the class quests. He wants to use the Scourge in Azeroth's defense, and he's allying with the Ebon Blade in the hopes of using them as his field commanders, seeing as the Ebon Blade already use copious amounts of undead minions as frontline and shock troopers when they take to the field. This also has the side benefit of lowering the number of Scourge Bolvar has to control, which would allow him greater control over what remains until there's no more risk of independent hostile undead factions like those in the Plaguelands that fought the Alliance, Horde, and Argent Crusade after the Cataclysm.
They're likely setting him and Nathanos both up as foils to Sylvanas for future plot arcs to mirror her progression toward outright villainy as it becomes harder and harder to justify her actions and she becomes less interested in doing so over time.

Oh there's definitely something coming up with Bolvar, but I don't know if that's in the cards for WoW or the next Warcraft or what...But somethings going to happen with that character
I wouldn't go to crazy on this, a lot of the new lich king stuff has been connected with the dk story line. But i do think at some point blizz will revisit him in a bigger role. Just not entirely sure if it will be a "return of the lich king" type of expac or maybe just a side quest/storyline in a bigger event/expac etc.
that or because the throne does not have an actual model and is part of the map, and they did not want to have to make a new model just for that quest

or they just reused the wotlk assets so it would not look weird? i highly doubt it was made back in wrath speaking that this woulda been datamined by then
Well, a line the LK said later on that quest got my attention more than throne: "Of course, should you fail to survive, know that I shall claim Acherus for my own. Arthas may have sought revenge on the citadel, but I have... other plans."
The original Frozen Throne is just part of the map/world space and doesn't have an actual model so they just used some random recycled throne model and sat him upon it.
I think the idea is that they give new art assets to things they plan on using in the next expansion.
For example, tanaan legion stuff before Legion was announced and there have been hints in other expansions as well. (northrend shield in BC is another i can think of)
It might be nothing, but I think what the OP is saying, is maybe it's an early asset from the next expansion put in the game earlier as they've done it before and don't tend to put in unique assets for things that won't have a life in the near future.
So far we have no evidence to the contrary, especially considering Ner'zhul's soul isn't in the helm anymore (we suppress Ner'zhul and Arthas's souls while mastering the Frost artifacts, as they were still in Frostmourne's shards). Even his dialogue in the DK mount questline backs this up--if you fuck up he still plans on using the Ebon Blade as his field commanders, just without you as the liaison and a more direct hand in running things.

Actually those graphics look like the frosty ground stuff they had in Warlords with Frostfire Ridge. The dragon skeleton area I'm pretty sure is straight from one of the dragonshrines though but I'm pretty sure they used assets from Warlords and mixed it with the dragon skeleton thing from Wrath.

Well think about it though: He hasn't been doing ANYTHING until now. It could just be lazy story design but it could be that he was contained previously and now isn't. I mean he sorta pops up and starts talking to us like we had never had any contact with him whatsoever.

I'm also thinking this is just a projection, but I've got the definite feeling Bolvar is slowly and surely freeing himself from the Frozen Throne and possesses intent that may or may not be entirely... wholesome.
