Yes, we all know Blizzard only has like 1 or 2 animators on staff. We had a total of 0 new skeleton rigs in WoD and every mob was a reskin. Even launched some mounts completely broken because the reskin didn't fit the skeleton (boars say hi).
What new skeletons did we get in Legion? I can't think of any off the top of my head. The DH models?
because u get tauren female the dumbest looking thing. looks like a human in a cow costume.
also trolls. hate that they got rid of a bunch of features that make a troll a troll.

We do have a female Hozen in game (AFAIK), Ooka Dooker . She uses the same model as males Hozen.
As for the OP's question...I am gonna go ahead and say...How do you know they are males not female?
It's simple time-saving. A distinctly 'male' torso can be modeled from basically a cube, with minor alterations to make the shape more rounded. A distinctly 'female' torso requires a lot more work, otherwise it'll tend to look off to the human eye. Compare male and female Draenei. The male's torso is basically just a tapered cube, whereas the female body is far more curvy and detailed, and that's just the torso, let alone hips and animations, especially in an exaggerated cartoonish game like WoW!
It's not some sexist conspiracy like people seem to believe, it's pretty lazy though, and a time-saving measure. Male bodies in humanoids are just simpler in shape than females. Of course, in some cases, the problem can be averted altogether by simply making one model and confirming the race is androgynous, like they did for the Jinyu and Arakkoa.
Well Arakkoa look the same male & female both in the corrupted & uncorrupted form.
Quillboar also look to me kinda same-ish males and females (wasn't the last boss in one of the Razorfen dungeons a female Quillboar?)
A lot of races like Jinyu, Kobolds, Gnolls etc. I would expect something similar.
In some cases it's because they didn't deem it worthy to create a unique model, such as the Broken, Fel Orcs and Hozen. In other cases it's due to the challenge is represents in order to do well, such as Ogres, Satyr and to a lesser degree Arakkoa. And finally there are cases where they shouldn't be obvious to distinguish such as the Jinyu and the Botani.
To my knowledge only Harpies are mono-gendered in canon.
I'd argue that the Keepers of the Grove are the male of the same species as Dryads. Both of them are the children of Cenarius, both look have night elven torsos and heads with deer bodies. I mean it's not perfect as there is no literature actually referring to them as a unified species, but for all intents and purposes they are.

From the wow wiki. So, no, there is no "only 1 in 1000 Ogres are women", but rather "Blizz isn't willing to dedicate the resources to making female Ogres"
The game shows you what is represented not what exists. If something is not represented probably it's cause it's not worth of mentioning. If there was for example a number female of these creatures that were doing something then they would create models to represent them. For some of the races you said there are maybe only 1 or 2 females doing something to deserver a model, like the female Ogre in Maraudon.
Why are there only drama queens and not drama kings?
Jinyu are non mammal, you wouldn't see the difference between male and female outside of voice (which is what is displayed)
Hozen have non-divergence between male and female as shown by the brother and sister in Azsuna
Ogres had concepts but it remains as a joke. Also probably to save money.
