The HW jobs were only gated by a few quests, but then they started at 30. So lower level dungeons queues didn't cause much problems? Of course all this stuff going on makes me glad I am still some hours away, because of work, from starting SB.

Umm if people level the new class they do dungeons or worse: run POTD continuously. They also do class scenarios. Unless they have separate instance servers, it won't help much.
It's possible that not the placement of the scenario is a problem, but the length of it. 20 minutes is pretty damn long. considering that an instance needs to be created for every player.

Welp, should've known logging out to head to lunch would be a bad idea. In queue, which went from 590 to 509...then 516...and now 554. I don't think that's how queues are supposed to work...

Was asked couple days ago, unlikely to happen anywhere in near future.
Summoner and Scholar have same base-class, Arcanist, other jobs are independent.
There's two upgrade ranks available in ARR and HW zones. The first is from each region's respective MSQ. The second is obtained by hunt seals, as I outlined in the post you quoted.
The second upgraded speed is noticably faster than even the first upgrade, although the first upgrade itself feels like you're going 100 mph faster than our previous ground mound speed.
There's two levels of mount speed upgrades.
