I hope you're right.
But I ask for a reason. When you look at the patch notes, you will see 13 dps specs with a sentence stating that "all" or "most" of their damage dealing abilities have been increased by X%.
Feral, together with 9 other dps specs, does not have a sentence stating that.
Now, having so many of the dps specs gain so much extra dps on most or all of their abilities, and then leave Feral out of that general buff, would seem illogical, because that would leave Feral underpowered. So it is probably just an omission in the patch note.
The guide on wowhead seems to support this. There, buffs to specific Feral abilities are listed - but not all of them: Swipe is not mentioned, so what should be our primary direct damage AoE ability is left out, even though it has been woefully underpowered the entire expansion. Lunar Inspiration is not mentioned here either, making that talent the underperformer among tier 1 talents.
But if Shred, Rake, Rip and Ferocious Bite are buffed by 22%, and Ferocious Bite is buffed on top of that by 30% (the numbers of wowhead seems to support that), Feral will become a dps juggernaut.
