Mythic raiders wanting to attract other mythic raiders will set the bar at 910+.
Most others will settle for 905, accepting 900 for difficult to fill slots like healers.
It's all about supply and demand. When 900 crafted gear and 970 legendaries are available in the AH, there won't be any reason to accept 890s. Anyone below 900 will be someone who's not very ambitious about raiding. If they're not willing to spend gold on crafted gear, they probably didn't spend gold on gems, enchants, flasks, or runes either.

it's staggered, 900 for the first few, 905 for everything up to kil'jaeden, then 910 from him, tier is locked at 905 for normal/915 for heroic/930 for mythic.

WTF, I certainly doubt that. Heroic NH drops 890 base ilvl. Even with lucky TF procs, lots of crafted 900 gear, 2x 940 leggies and a 925ish weapon, it will be rather difficult to get to 915-920 overall. Heck, there are some people in my mythic raid that barely have 914.

I've been 10/10M for a while now, I'm 913ilvl, while I do still run arcano because it's broken af for me, without it I'm about 916ilvl.
For pugging, I think 915 is a fair ilvl req if they don't have CE gul'dan (for the grps I'll personally be looking to join) if they have CE on the character they're joining on, 910+
