    The current Welsh flag was adopted in the 1950's, the Union Jack was created in the 1700's out of the flags of England/Wales/Scotland then modified in the 1800's with the addition of the Irish flag.

    So essentially all UK member countries are represented on the Union Jack, it's just since it's last update Wales has changed our flag and Ireland split into two different countries (the Republic of Ireland, and Northern Ireland) of which only Northern Ireland remains in the UK and neither of which use the old Irish flag (RoI using a tricolour and Norther Ireland using the Union Jack officially and the Ulster Banner unofficially).
